Radio Frequency - A Challenging Environment

The E-Comm 911 wide area radio network provides services to police, fire and ambulance first responders in the lower mainland.

Current building materials and local obstructions such as other buildings can greatly reduce the signal power for the end user inside buildings. These conditions can cause poor reception and often results in no communications for the radio users. Recognizing the need to improve the radio performance inside buildings municipalities in the Lower Mainland have passed bylaws that address these concerns to ensure there is seamless and uninterrupted communications for all first responders. All buildings that meet the criteria set forth in the bylaws will require an in-building amplification system which has to be completed before a building’s occupancy permit can be issued.

These systems are implemented by following a Zone Enhancer Authorization process which requires a system design, testing and final reports to be submitted by a professional engineer.

New Building or construction of a portion of an existing building which adds more than 20% floor area to the total floor area of the building.

Constructed with: Reinforced concrete, metal cladding, reflective or low – emissivity glass, other materials that attenuate radio signals.

Below ground level total floor area greater than 1000 square metres or floor area greater than 10 metres below ground level.

Total building floor area 5000 Square metres.

Building Height Over 12 metres.
